Australian and New Zealand standards for detailing and fabrication.

AS 4100 sets how Australian steel is designed, AS/NZS 5131 sets how it is fabricated and to what construction category, and the two are frequently mistaken for one document doing both jobs.

The Australian and New Zealand standards that govern the work

Structural work in Australia and New Zealand runs on a joint AS/NZS system for some standards and separate national standards for others, and knowing which is which matters when a project crosses the Tasman.

The National Construction Code and how a standard is called up

Australian Standards are voluntary documents published by Standards Australia, which is not a government body. What makes them mandatory is the National Construction Code. The Australian Building Codes Board maintains the NCC on behalf of the Commonwealth, state and territory governments, and each state and territory gives it legal effect through its own legislation — which is also why the NCC carries state variations that change a requirement in one jurisdiction and not the others.

The NCC is performance-based. Its Performance Requirements state what a building has to achieve; its Deemed-to-Satisfy provisions give one accepted way of achieving them, largely by calling up Australian Standards by reference. A standard called up in a Deemed-to-Satisfy provision is mandatory for a project taking that route, in the edition the NCC names — which is not always the newest edition Standards Australia has published. A Performance Solution may depart from the Deemed-to-Satisfy provisions, but it has to be demonstrated against the Performance Requirement, and that demonstration becomes part of the project record rather than a note in someone's file.

For a detailing package the consequence is that citing a standard is not enough on its own. AS 4100 was reissued in 2020, replacing a specification that had stood since 1998, and a specification naming the standard without a year does not say which document the approving authority will read. The NCC volume, the edition of each called-up standard, and any state variation are recorded at intake alongside the standard itself.

AS 4100 and AS/NZS 5131 for steel

AS 4100 sets the design basis for steel — member capacity, stability and connection design — but it does not govern how that steel is made. That is AS/NZS 5131, which sets three construction categories, CC1 to CC3, of increasing rigour based on the consequence of failure and the complexity of the structure. The construction category decides the welding inspection level, fabrication and erection tolerances, and the documentation and traceability the fabricator has to produce — the same role an execution class plays under Eurocode, under a different name.

Before AS/NZS 5131 was published, fabrication practice in Australia was governed by a mix of state-based specification and general clauses inside AS 4100 itself. A project specification that references only AS 4100 for fabrication is referencing a standard that no longer carries that scope, and the construction category should be stated explicitly rather than assumed.

AS 3600 and AS/NZS 4671 for concrete and reinforcement

AS 3600 governs the design of reinforced and prestressed concrete: strength, durability and exposure classification, and the detailing rules for bar spacing, cover and development length that turn a calculated area of steel into a buildable arrangement. AS/NZS 4671 sits underneath it, setting the material properties and ductility classes for reinforcing bar and mesh — the standard behind the familiar N-bar and R-bar designations on an Australian schedule.

Durability drives more of the detail in AS 3600 than in some other codes: exposure classification sets minimum cover and can govern crack control independently of strength, which matters most on structures with a long design life or an aggressive environment. Exposure classification ranges from benign internal environments through to severe marine or industrial conditions, and the classification chosen governs minimum cover directly, independent of the strength calculation. Reinforcement schedules are checked against both standards together — quantities and geometry against AS 3600, bar properties and designation against AS/NZS 4671.

Drawing conventions under AS 1100

AS 1100 sets the general conventions for technical drawing in Australia and New Zealand, AS 1100.101 sets the general principles — sheet sizes, scales, line types and lettering — and AS 1100.501 applies those conventions specifically to structural engineering drawings: how members are notated, how sections and hatching are shown, and how a drawing communicates unambiguously between an office that may never see the site and a fabricator who will never see the model.

Welding on the drawing follows AS/NZS 1554, the structural steel welding standard, for symbol use and weld category. A drawing set produced to AS 1100.501 conventions is not just a style preference — it is what an Australian fabricator or checking engineer expects to see, and a set that mixes conventions from another jurisdiction reads as foreign even when the engineering underneath it is correct.

The inputs the site decides, not the office

Three requirements on an Australian package are set by where the structure actually is, and none of them survives being carried across from the last job.

Wind is the first. AS/NZS 1170.2 divides Australia and New Zealand into wind regions, and the step from a temperate region to a cyclonic one is not a small adjustment to a member size — it changes fixings, cladding attachment and tie-down detailing through the whole envelope. Earthquake is the second. AS 1170.4 assigns a hazard factor by location, and an earthquake design category follows from that together with importance level, subsoil class and structure height; the category decides how much seismic detailing the structure genuinely needs. Bushfire is the third. AS 3959 assesses a site's bushfire attack level on a graded scale, from the lowest exposure through to direct flame contact in a flame zone, and the level assigned drives material selection, permitted gaps, ember protection and the detailing of every junction in the envelope exposed to it.

All three are derived from the site. All three are commonly absent from a specification written before the site was settled. All three are confirmed at intake rather than defaulted, because each of them changes drawings rather than just calculations.

How we check an Australian package

The automated checks on an Australian or New Zealand package are configured to the construction category agreed at intake under AS/NZS 5131, with weld inspection level, tolerance and documentation requirements checked against that category rather than a default. Reinforcement is checked against AS/NZS 4671 bar designations and AS 3600 detailing rules together, and drawings are checked against AS 1100.501 conventions so the sheet reads the way an Australian fabricator expects.

Where a project sits in New Zealand, NZS 3101 is confirmed as the governing concrete standard at intake rather than assumed to be AS 3600, since the two are not interchangeable. AS/NZS 1170 wind and earthquake actions are confirmed per site too, since both countries carry significant regional variation in wind region and seismic hazard that a generic default would misstate. A senior engineer reviews the checked package and signs it before issue.

Common questions

What is a construction category under AS/NZS 5131?

AS/NZS 5131 sets three construction categories, CC1 to CC3, of increasing rigour based on the consequence of failure and the complexity of the structure. The category decides the welding inspection level, fabrication and erection tolerances, and the documentation a fabricator has to produce, in the same way an execution class does under Eurocode. It should be stated on the drawing, not assumed.

Which standard covers reinforcement in Australia?

Can a package be detailed to both AS and Eurocode?

Yes, on programmes where a client standard or a piece of imported equipment brings a Eurocode-designed element into an otherwise Australian project. Each element is detailed to the standard that governs it — hole sizes, tolerances and construction category or execution class are not mixed — and the interface between the two is agreed and detailed as its own checked connection.

Are Australian Standards mandatory?

Not in themselves. Standards Australia publishes them; it does not regulate. A standard becomes mandatory when the National Construction Code calls it up in a Deemed-to-Satisfy provision, or when a contract or specification cites it. That is a per-standard question rather than a blanket one: some are called up by the NCC, some are only ever contractual, and the edition the NCC names may be older than the current published edition.

What is the difference between the NCC and an Australian Standard?

The NCC states what a building has to achieve and, in its Deemed-to-Satisfy provisions, one accepted way of achieving it. Australian Standards supply the technical detail underneath — how a member is designed, how steel is fabricated and to what construction category, how a bar is scheduled. The NCC calls up standards by reference and gives them force; standards also exist outside it, governing work the NCC never addresses.

What is a bushfire attack level?

AS 3959 assesses the bushfire exposure of a site and assigns it a bushfire attack level on a graded scale, from the lowest exposure through to direct flame contact in a flame zone. The level drives material selection, permitted gaps, ember protection and junction detailing in the building envelope, so it reaches the drawing rather than staying in a report. Because it is derived from the actual site, it is confirmed per project rather than carried over from a similar one.
